Zambia Health Sector Public Expenditure Review (World Bank Country Study)

This book examines the performance of Zambia s health sector by using three analytical techniques. National Health Accounting exercises were performed over a period of five years to understand the sources and uses of funds in the health system. A Public Expenditure Tracking and Quality of Service Delivery Survey was undertaken to depict the state of the health system in terms of resource allocation, infrastructure, staffing, drugs and other medical consumables, facility management, and patient perceptions. A modeling exercise was performed using the Marginal Budgeting for Bottlenecks software to calculate the costs of addressing the bottlenecks in service delivery chains and their impact in reducing maternal and child health illnesses.
