By tracing the origins of the millennium biotechnology policy in Karnataka state, south India, examining the content of and participants in the debate that led up to it, and analysing the final result and some of its consequences, the paper attempts to understand what policy-making means in practice. Who are the policy-makers? What is a policy? What are the technical, political and bureaucratic inputs to policy-making? These questions are asked for a much hyped, hi-tech sector - biotechnology - seen by some as a key to future economic development, and central to the \"new economy\" of the post- reform era in India. The paper argues that a new style of politics is emerging in response to the changing contexts of the \"new economy\" era. This is particularly apparent in the hi-tech, science-driven, so-called knowledge economy sectors, where a particular form of science-industry expertise is deemed essential. The paper shows how the politics of policy-making is a long way from previous understandings of the policy process in India, based on the assumptions of a centralised planned economy where states danced to the centre\'s tune and the private sector was not a major player. Biotechnology with its global R and D chains, its internationalised market for products or contract research, its multi-million dollar venture capital requirements and its need for top-level scientific expertise is worlds away from this earlier context. The new politics of policy-making, the paper argues, is characterised by the involvement of an influential business-science elite, able to push their demands through groups, task forces and commissions. Being associated with success in a global, competitive economy, key individuals provide iconic symbols of great value to politicians, and become important policy entrepreneurs in the new space opened up by the post- reform, federal politics of India. But such individuals, while projecting the assured image of global success, are also local, and great play is made of their Bangalore roots. \nhygiene, health services, and (prenatal) care. Poverty and food insecurity seriously
\nconstrain accessibility of nutritious diets, including high protein quality, adequate
\nmicronutrient content and bioavailability, macro-minerals and essential fatty acids,
\nlow anti-nutrient content, and high nutrient density. Largely plant-source-based diets
\nwith few animal source and fortified foods do not meet these requirements and need
\nto be improved by processing (dehulling, germinating, fermenting), fortification, and
\nadding animal source foods, e.g. milk, or other specific nutrients. Options include
\nusing specially formulated foods: fortified blended foods (FBFs), commercial infant
\ncereals, ready-to-use foods i.e. pastes/compressed bars/biscuits, or complementary
\nfood supplements (CFS): micronutrient powders (MNP); powdered CFS containing
\n(micro)nutrients, protein, amino acids and/or enzymes; or lipid-based nutrient
\nsupplements (LNS), 120-500 kcal/d, typically containing milk powder, high-quality
\nvegetable oil, peanut-paste, sugar, (micro)nutrients. Most supplementary feeding
\nprograms for moderately malnourished children supply FBFs, such as corn soy blend,
\nwith oil and sugar, which has shortcomings: too many anti-nutrients, no milk
\n(important for growth), suboptimal micronutrient content, high bulk and viscosity.
\nThus, for feeding young or malnourished children, FBFs need to be improved or
\nreplaced. Based on success with ready-to-use therapeutic foods (RUTF) for treating
\nsevere acute malnutrition, modifying that recipe is also considered. Commodities for
\nreducing child malnutrition should be chosen based on nutritional needs, program
\ncircumstances, availability of commodities, and likelihood of impact. Data are
\nurgently required to compare impact of new or modified commodities to current
\n(FBFs) and to RUTF developed for treating severe acute malnutrition.

\n0.1M hydrochloric acid at 100°C for 30 min. In the case of
\ncompound feedingstuffs, 10% Taka-diastase solution was
\nadded to the samples, and then the samples were incubated at
\n37°C for 17 h. Afterwards, thiamine was oxidised to
\nthiochrom, using 1% alkaline potassium ferricyanide (III). The
\nfiltrated solution was analysed by HPLC with isocratic flow of
\neluent chloroform-methanol 90:10 (v/v). The measurement
\nwas done by a fluorescence detector. This method has been
\napplied for the quantification of the total content of thiamine in
\ncompound feedingstuffs, as well as added thiamine in the form
\nof hydrochloride or nitrate salt. The limit of the quantification
\nof this method was determined on the level of 1 mg/kg. The
\ncoefficient variation of thiamine quantification results in
\npremixtures samples was 3.7%, and in compound feedingstuffs
\nwas 5.56%. The Horrat value for premixture samples reached a
\nvalue of 0.60, whereas in the case of compound feedingstuffs it
\nwas 0.63, thus confirming acceptable precision of the
\nprocedure. The recovery rate for thiamine added in the form of
\nhydrochloride was 102.3% in premixes and 98.9% in
\ncompound feedingstuffs. The recovery rate for thiamine added
\nin the form of nitrate salt to compound feedingstuffs was
\nsimilar and reached a value equal to 98.7%.

In the result and evaluation, our ideas for the solution of women problems are stated.
