    \nengineering (QE) tools and techniques are a cornerstone of
    \ncontinuous improvement. They have both specialist and
    \nuniversal applications. If they are not used in a systematic
    \nmanner, quality improvements are likely to be random and
    \nspontaneous rather than comprehensive. The need for an
    \nimproved understanding of the critical factors for effective and
    \nsuccessful QE implementation is becoming more important.
    \nHowever it is the variety and by their nature complexity, that
    \noften can create difficulties in their selection, application and
    \neffective use. This paper is exploratory paper which explores
    \nautomotive industries expert’s opinion in Malaysia and
    \nIndonesia to investigate the difficulties associated with the use
    \nof QE tools and techniques, critical factors for effective QE
    \npractices and specific issues related to QE implementation. For
    \nthe purpose, the Delphic Hierarchy Process (DHP) approach
    \nwas employed as the methodology to evaluate the critical
    \nsuccess factors for effective and successful implementation of
    \nQE tools and techniques in Malaysian’s and Indonesian’s
    \nautomotive industries. As a result from exploratory study, a
    \nconceptual model using DHP approach is established. The DHP
    \napproach is a combination of the Delphi method and the
    \nanalytical hierarchy process (AHP). The DHP can benefit from
    \nboth a strong and widely used Delphi method and a powerful

Design —Cross-sectional original study. Sample Population —36 shelters across the United States that employed at least 5 fulltime employees and performed euthanasia on site. Procedures —By mail, 1 survey was sent to each shelter. Surveys were completed by a senior member of management and were returned by mail. Questions assessed characteristics (eg, euthanasia rates) and practices of the animal shelter, along with employee turnover rates. By use of correlation coefficients and stepwise regression analyses, key predictors of turnover rates among employees with euthanasia responsibilities were investigated. Results —Employee turnover rates were positively related to euthanasia rate. Practices that were associated with decreased turnover rates included provision of a designated euthanasia room, exclusion of other live animals from vicinity during euthanasia, and removal of euthanized animals from a room prior to entry of another animal to be euthanized. Making decisions regarding euthanasia of animals on the basis of factors other than behavior and health reasons was related to increased personnel turnover. With regard to human resources practices, shelters that used a systematic personnel selection procedure (eg, standardized testing) had comparatively lower employee turnover.
