& International Community
Saleh's compliance with the peaceful transfer of power is
manifested in his armed forces' atrocities against civilians in Taiz
Summary:
President Ali Abdullah Saleh is historically known of the violations of political agreements
with his opponents. Although he has given the UN, EU and GCC brokers hard times in the
past seven months to get him sign the GCC Initiative, his signing in Riyadh left no real change
in the ground. The GCC deal grants Saleh and his children and supporters immunity of
prosecution and this seems to be a motivator for him and his army & security commanders
to excessively use power against the civilians.
Taiz City, a pioneer community in the peaceful revolution of Yemen, has been subject to one
of the worst atrocities committed by Saleh's forces after the singing of the deal. At least 11
people including one woman and two children were brutally killed by Saleh's forces on
December 1st, 2011 - just one week after the internationally celebrated signing ceremony in
Riyadh.
Saleh Violates the Internationally Brokered GCC Deal
The people of Yemen, and revolutionary youth, have no illusion about the consequence of
the internationally celebrated signing of the Gulf Cooperation Council (GCC) Initiative and its
Implementation Mechanism by President Ali Abdullah Saleh in Saudi capital last week. The
young Yemenis who voluntarily and peacefully took to streets in pursuit of change and a
better life have warned all those engaged in the GCC initiative negotiation that Saleh never
keeps his words or honor agreements. A clear example was given in his signing ceremony
speech when he attacked his opponents describing literally as worse than Zionists
It was quite clear to the peaceful youth of the Yemeni Revolution against Saleh's dictatorial
and corrupt regime that his signing of the GCC Initiative was a gross time given to Saleh and
the remaining military and security organs to crack down any opposition to their long-
standing stranglehold on the Yemeni people, now in its 34th year.
Saleh did not honor the GCC Deal and all those involved in brokering it. One alarming
example is the aggressive and unprecedented assault on civilian people by the Republican
Guards, under the command of Saleh's son, Ahmed. Saleh's army and security forces
continue to inflict an ongoing massacre that has not abated by any degree since that
"fateful" signing of the GCC Initiative. Today alone - December 1st, 2011, at least 11 people
have been killed and scores wounded severely by the random shelling of the different areas
of Taiz City. Two children and one woman are among those brutally killed by Saleh's forces
today. Tanks, artillery, howitzers, and mortars have been lobbing their lethal ordnances for
hours at a time against civilian residences in public places and other areas. It is reported that
for the first time in the city's history callers to prayer were unable to make their calls at
times of prayers. It is not clear under what pretext these senseless killings are still being
carried out, especially as the GCC Initiative and the United Nations Security Council
Resolution No. 2014 on Yemen clearly call for the cessation of all excessive force in
confronting peaceful protesters against the regime.
Over the past two days, the casualties have been 17 killed and nearly 100 wounded. These
figures show an actual increase over the average for similar periods before the signing of the
GCC Initiative. Surely, Saleh and his consorts are not budging one step from their efforts to
subdue the people of Yemen and the GCC Initiative will not hinder these efforts or present
any obstacles to deter the regime from its craving for the shedding of the blood of unarmed
innocent civilians, who are guilty of nothing more than saying, "we have had enough of
Saleh's and his regime's tyranny, incompetence and corruption.
Please Act Now
This is a call for the GCC leaders and the entire international community to suspend any
support for Saleh and his regime. Let the Yemeni people determine the destiny of their
country with the national interest to prevail over all the narrow and selfish interests of a
family. The peaceful youth protesters of Yemen, represented by the Coordinating Council of
the Youth Revolution for Change (CCYRC) and on behalf of the suffering people of Taiz City,
call on the regional neighbors and the international community to take all the necessary
steps to stop Saleh and his forces from their bloody and ruthless persecution of the Yemeni
people in Taiz and elsewhere in Yemen.
As guarantors of the regime's "adherence" to the brokered deal by the GCC and the
international community (United States, European Union, United Nations), time has come to
start really considering the plight of the Yemeni people, whose sufferings never cease. The
immunity that was granted to Saleh and his supporters has only encouraged his to take
advantage of this unwise precedent in political engineering, in the hope that they can quell
the determination of the Yemeni people led by their courageous youth to live free and
civilized lives.
