AVIS DU MOUVEMENT REPUBLICAIN (MOREP)
Elections Cameroon (ELECAM) s'est dedit et a enfin decide de la refonte des listes
electorales en lieu et place de la revision des listes electorales. Paul Biya le vieux lion,
veritable patron d'ELECAM, n'etant pas sensible aux preoccupations des camerounais, c'est
plutot la France qui vient faire avancer les choses au Cameroun.
Mais il existe encore d'autres demandes que les camerounais exigent telles l'introduction des
donnees biometriques dans l'etablissement des listes electorales et des cartes d'electeurs,
l'exclusion totale et sans ambiguite du ministere de l'administration territoriale du processus
electoral, l'utilisation d'un bulletin de vote unique, l'institution d'une election presidentielle a
deux tours, la dotation d'Elecam d'une autonomie financiere effective, la mise en place des
dispositions precises pour interdire l'engagement des fonctionnaires, des responsables publics
et parapublics dans les campagnes electorales, enfin l'adoption des codes electoraux selon
chaque election.
Dans sa lettre de voeux au Premier Ministre Chef de Gouvernement, le Mouvement
Republicain (MOREP) lui a demande d'ouvrir immediatement un cadre de dialogue. Ce cadre
de dialogue sera appele Forum Citoyen. Cette demande est plus que jamais d'actualite.
Ce Forum, organe conseil, sera compose des formations politiques legalement declarees, des
organismes publics charges de surveiller la bonne gouvernance, d'ELECAM, des leaders
d'opinion, des universitaires, des organisations de la societe civile, des representations
coutumieres et religieuses, ainsi que des avocats.
Le processus ayant pour objectif final de jeter les bases institutionnelles pour l'organisation
des futures echeances electorales au Cameroun en insistant sur la clarification du calendrier
electoral et sur la mise en place sous la conduite d'une Commission Electorale Nationale
Independante CENI), des mecanismes de transparence et d'equite. Ceci prendra le temps que
ca prendra, meme si cela signifie un report sine die des prochaines elections, pourvu que le
Cameroun soit au final dote des outils juridiques adequats pour l'organisation d'elections
libres, credibles et transparentes.
Toutefois nous ne pouvons atteindre ces objectifs qu'en s'unissant. Le Mouvement
Republicain (MOREP) ne s'est jamais fatigue d'appeler au rassemblement de tous en vue de
preparer des actions communes, mais chacun prefere du faire solo , ou bien faire des
conferences de presse inutiles, et cela ne nous mene nulle part.
Le Mouvement Republicain (MOREP) en appelle donc au peuple camerounais de faire
pression non seulement sur le gouvernement, mais aussi sur nous leaders politiques afin de
faire cause commune pour une fois, dans la lutte pour le changement. Il y a des partis au
Cameroun qui par arrogance, se disent leaders par simple droit d'ainesse alors qu'ils n'ont
rien apporte jusque la.
En conclusion, la volte face d'ELECAM demontre une fois de plus la navigation a vue de ce
gouvernement. Il est donc temps que nous accordions ensemble nos violons pour apporter le
vrai changement dans notre pays.
Le Mouvement Republicain (MOREP) profite de cette date du 11 fevrier pour souhaiter bon
courage a la jeunesse camerounaise. Il demande aux jeunes de ne pas s'abandonner au
desespoir, a l'alcool, a la drogue, encore moins au banditisme, mais de croire en l'avenir.
"We are coming off the rough side of the mountain, but we shall overcome. So let's keep
hope alive".

RECAST OF THE ELECTORAL LISTS
CARRY OVER THE ELECTIONS OR NOT
THE OPINION OF MOUVEMENT REPUBLICAN (MOREP)
Elections Cameroon (ELECAM) has retracted itself and has finally decided to recast the electoral
lists instead of revising it. Paul Biya, the old lion, veritable boss of ELECAM, has not been
sensitive to the preoccupations of Cameroonians and ironically, it is France which gets things
done in Cameroon.
But there are still other very important issues that all Cameroonians want to address such as, the
introduction of biometrical data in the establishment of electoral lists and electoral identity cards,
the total and unambiguous exclusion of the Ministry of territorial administration from the electoral
process, the use of a single ballot paper, the institution of a two rounds presidential election, the
endowment of ELECAM with financial autonomy, the effective implementation of precise
provisions prohibiting government appointed public and "parastatal" officials to actively participate
in electoral campaigns and finally the adoption of electoral codes for each particular election.
In his letter of best wishes to the Prime Minister Head of Government, Mouvement Republicain
(MOREP) has requested him to immediately open a framework for dialogue. This framework will
be called Citizen Forum. This request is more than ever still with us.
The Forum, an advisory body, will be composed of officially declared political parties, government
agencies in charged of the monitoring of good governance, ELECAM, opinion leaders,
academics, civil society organizations, customary and religious leaders, as well as lawyers.
The process with its ultimate goal of laying down the institutional foundations in the organization
of future elections in Cameroon with emphasis on the clarity of elections calendar, and the
implementation under the leadership of an Independent National Electoral Commission (INEC),
the mechanisms of transparency and equity. This process will take the time it needs even if it
means an indefinite postponement of upcoming Elections, provided that Cameroon in the finish,
is endowed with legal and appropriate tools for the organization of free, credible and transparent
elections in the future.
However we can achieve these goals only if we are united. Mouvement Republican (MOREP)
has never been tired of calling all for a rally to mount joint actions, but it seems like all those
leaders prefer each going "solo", or call unnecessary press conferences, and this leads nowhere.
Mouvement Republican (MOREP) therefore calls on Cameroonians to put pressure not only on
the government, but also on us political leaders, to go for once together in the struggle for
change. There are parties in Cameroon which by arrogance, call themselves leaders by the
simple right of seniority despite the fact that they have nothing to pull out of their game bag so far.
In conclusion, the sudden reversal of position by ELECAM shows once again, the visual
navigation of this government. It is time that we tune together our violins, to bring real change in
our country.
Mouvement Republican (MOREP) uses this day of 11th of February to wish good luck to the
Cameroonian youth. It asks them not to give up to despair, alcohol, drugs, much less banditry,
but to believe in the future.
