Automating different processes handled manually until now can help authorities to focus on their core
competencies. This is definitely true in the case of public sector. Wikipedia defines public sector as "a
part of the state that deals with either the production, delivery and allocation of goods and services by and
for the government or its citizens, whether national, regional or local/municipal." eGovernment or
electronic government helps administrative personnels to improve the efficiency and effectiveness of the
services delivered to the citizens.

Each country and its public sector is part of the global community and hence any changes to the global
set up are likely to have an impact on the public sector of each country. The recent economic crisis is the
greatest example. It sufficiently proved that no country is economically independent. Any global economic
crisis can be catastrophic for any country. Therefore, what is required is to enhance the efficiency of the
public sector. And this can be done by modernizing the public sector so that it can produce and continue
to develop the public services and infrastructure that will continue to support the welfare of society and
