The first edition (1949-50) was produced under the editorship of Francis Whitney, first of the State Department Office of International Information and later of the U.S. Information Agency. Richard Hofstadter, professor of history at Columbia University, and Wood Gray, professor of American history at The George Washington University, served as academic consultants. D. Steven Endsley of Berkeley, California, prepared additional material. It has been updated and revised extensively over the years by, among others, Keith W. Olsen, professor of American history at the University of Maryland, and Nathan Glick, writer and former editor of the USIA journal, Dialogue. Alan Winkler, professor of history at Miami University (Ohio), wrote the post-World War II chapters for previous editions.<br />

This new edition has been completely revised and updated by Alonzo L. Hamby, Distinguished Professor of History at Ohio University. Professor Hamby has written extensively on American politics and society. Among his books are Man of the People: A Life of Harry S. <br />
As the Chairman of the Senate Foreign Relations Committee, Senator Biden has earned a reputation for working on a bipartisan basis with his Republican colleagues. Senator Richard Lugar, currently the Ranking Minority Member on the committee, said: "Senator Biden has a very strong commitment to a bipartisan foreign policy and serves as a good example for everyone in Congress. He has a very broad, comprehensive view of the world. He&#8217;s a good listener, but he&#8217;s also a strong and effective advocate of his position."<br />
<br />
Senator Biden has been a leading and consistent voice against the Administration&#8217;s failed policy in Iraq. He is the co-author of the Biden-Gelb Plan for Iraq &#8211; a detailed, five-point plan for a way forward in Iraq. The Biden-Gelb plan calls for decentralizing Iraq &#8211; separating the parties and giving them breathing room in their own regions, held together by a limited central government. The plan has garnered support from political leaders, foreign policy experts and opinion leaders across the nation.<br />
<br />
Senator Biden is also recognized as one of the nation&#8217;s leading experts on terrorism. Before the 9/11 attacks, he warned that the Bush Administration&#8217;s intense focus on missile defense might cause us to divert our attention from other, more likely threats, stating that the new threat to the United States &#8220;would not come from an intercontinental ballistic missile with a return address&#8221; but in &#8220;the belly of a plane&#8221; or from a &#8220;vial smuggled in a backpack or a bomb in the hold of a ship.&#8221; After the attacks of 9/11, he authored legislation to address the threats of bioterrorism, nuclear and radiological terrorism.<br />
<br />
In addition to his leadership on foreign policy, Senator Biden is widely recognized for his work on criminal justice issues. A former Chairman of the Judiciary Committee, he has been instrumental in crafting virtually every major piece of crime legislation over the past two decades, including the 1994 Crime Bill which dramatically increased funds spent on law enforcement. Senator Biden also wrote the landmark Violence Against Women Act which contains a broad array of ground-breaking measures to combat domestic violence and provides billions of dollars in federal funds to address genderbased crimes.<br />
<br />
Senator Biden lives in Wilmington, Delaware with his wife Jill and commutes by train to Washington, DC when the Senate is in session. The Bidens have three children and five grandchildren.]]></content:encoded>

and the subsequent policy report entitled Native American Economic Policy Report 2007 reflect Summit participant views and recommendations and not necessarily those of the federal government. The recommendations and report are the direct product of a series of meetings with tribal leaders and other vested partners affected and influenced by Native American economic policy issues. The White House and DOI support the public dissemination of the report, but this does not in anyway imply endorsement for the recommendations or the report.<br />

surveys from the Institute of Social Research were partially<br />
replicated in the 1996 General Social Survey (GSS) to<br />
examine the policy implications of people's responses to<br />
feeling an impending nervous breakdown. Questions about<br />
problems in modern living were added to the GSS to<br />
provide a profile of the public's view of mental health<br />
problems. Results were compared for 1957, 1976, and<br />
1996. In 1957, 19% of respondents had experienced an<br />
impending nervous breakdown; in 1996, 26% had had this<br />
experience. Between 1957 and 1996, participants increased<br />
their use of informal social supports, decreased<br />
their use of physicians, and increased their use of nonmedical<br />
mental health professionals. These findings support<br />
policies that strengthen informal support seeking and access<br />
to effective psychosocial treatments rather than current<br />
mental health reimbursement practices, which emphasize<br />
the role of primary care physicians.]]></content:encoded>

      <content:encoded><![CDATA[In this study, we measure the contribution of immigrants and their descendents to the growth and industrial transformation of the American workforce in the age of mass immi- grationfrom 1880 to 1920. The size and selectivity of the immigrant community, as well as their disproportionate residence in large cities, meant they were the mainstay of the Amer- icanindustrial workforce. Immigrants and their children comprised over half of manufac- turingworkersin 1920, and if the third generation (the grandchildren of immigrants) are included, then more than two-thirds of workers in the manufacturing sector were of recent immigrant stock. Although higher wages and better working conditions might have encouraged more long-resident native-born workers to the industrial economy, the scale and pace of the American industrial revolution might well have slowed. The closing of the door to mass immigration in the 1920sdidleadto increased recruitment of native born workers, particularly from the South, to northern industrial cities in the middle decades of the 20thcentury.]]></content:encoded>
